In Snowdin when you first enter if you make the “eep” noise it amuses him and initiates an extra set of dialogue.In general Sans is always watching you, so any time you say something positive about him or remark you want to be with him it adds a +1 to his romance.

In Snowdin as soon as you reach Snowdin you must immediately choose to leave. In the ruins you must hug Toriel at the end of your encounter. To do this after picking up Flowey you need to choose to return to the graves. In the ruins you must obtain the chain locket. You need to keep the piece of paper in the labs. You need to obtain Shyren’s support in waterfall. You need to obtain the stick located outside Snowdin. You need to hug Toriel before you leave. You need to obtain the chain located in the ruins.
